Clique no menu iniciar, e depois em Executar.

Depois digite Regedit

Vai abrir a tela de edição do Regedit (Editor de registro do windows)

Agora clicando no sinal de + vá abrindo a seguinte chave:

HKEY_LOCAL_MACHINESOFTWAREMicrosoftMSLicensing

Clique com o botão direito do mouse em cima do MSLicensing

O Windows irá perguntar se você realmente quer excluir essa chave, clique em SIM

Agora feche o Editor do Registro e depois reinicie a máquina.

Depois que reiniciar entre novamente no Metaframe e verifique se consegue funcionar normalmente.
